The Media Youth, Sports and Culture Committee (MYSCC) met with the Seychelles Media Commission (SMC) on Wednesday 19th October 2022. The Members were joined by the CEO, Mr. Ibrahim Afif and the Media Secretary, Ms. Tessa Henderson. The aims of the meeting were to bring the MYSCC up to speed on the recent work of the SMC, the reviews of its code of conduct as well as the review of SMC Act. The meeting also featured a discussion of the Newspaper Act.
The SMC stated that there are issues concerning coverage and reporting, evidenced by the receipt of over ten complaints to the Commission in 2021. The lack of training is considered to be the main issue leading to the numerous complaints received. Ms. Henderson informed the Members of the challenges related to trainings which included disruptions caused by the Covid-19 pandemic and low participation in virtual sessions.
Discussions over the Newspaper Act were focused on the matter of its revision to reflect the changing media landscape and the move to online publishing. The SMC informed the Committee that the Newspaper Act should be reviewed in its entirety, from its definition to its clauses. The Commission intends to review other media laws through a committee consisting of the SMC as well as representatives of other entities. The alignment to international laws and commitments concerning the media is of significant consideration as it relates to the review of media laws.
The SMC informed the Committee that the work concerning the revision of the Code of Conduct has been completed and is pending board approval. It is the intention of the SMC to make this document legally binding under the SMC Act. Regarding the SMC Act, the Commission discussed its revision and increasing the powers of the SMC. As it stands, the Commission feels it is not adequately empowered, further necessitating the revision of the Act.
With fruitful discussions concluded and assurances for further engagement made, the Chair of the Committee, Hon. Wavel Woodcock, expressed gratitude on behalf of the MYSCC, to the outgoing CEO Mr. Afif for his many years of service and commitment.
