
Following parliamentary procedures, the Speaker Hon. Roger Mancienne led the Opening Ceremony of the National Assembly on the afternoon of Thursday 27th February 2025.

As per tradition, the Speaker led the ceremonial procession into the Chamber to mark the commencement of the 2025 Meeting of the Legislature. At the launch of the Ceremony, three new Members were welcomed to the 7th Assembly. Replacing Ms. Rachel Spiro is the new Proportionately Elected Member for United Seychelles (US), Hon. Cecile Larsen. Replacing Ms. Flory Larue and Mr. Naddy Zialor are the new Proportionately Elected Members for Linyon Demokratik Seselwa (LDS), Hon. Valdana Sultan and Hon. Gerard Bijoux. The swearing in of the three Honourable Members was done in accordance with Article 81 of the Constitution.

The Speaker delivered his Address following the Swearing-In Ceremony, beginning with a warm welcome to the newly officiated Honourable Members. An update on the business of the Assembly, and the Assembly calendar directing such periods as Recess, was given to the Members, Staff, and general public. A thorough update was then given on the relationship between the Assembly and one of its vital stakeholders, namely Media Houses and organisations. The role of the media was noted to be crucial when promoting and educating the public on the proceedings of the Assembly and the work of its Committees. A special thanks was extended to all Honourable Members and National Assembly Service Staff for their unwavering dedication and professionalism in the discharge of their duties.

Hon. Mancienne then informed all addressees on the structural works and upcoming projects to improve the safety and operational effectiveness of the National Assembly Precinct, such as the recent repair of the tiles throughout the building.

A special dedication to the memory of the late Hon. Rosie Bistoquet was also made, whose untimely passing occurred on the 21st of December 2023 during her time in office as a Proportionately Elected Member for LDS.
