The Committee on Government Assurances (COGA) chaired by Hon. Sylvanne Lemiel, carried out a visit to the Landscape Waste Management Agency, at Providence on the morning of Friday 27th May, 2022.
The aim of the visit was to receive more information on a waste shredder purchased in 2019, which to date is still not operational.
The delegation was met at the Agency by the Chief Executive Officer Mr. Sheils Barra, Deputy Chief Executive Officer, Mr. Rahul Mangroo and the Procurement Officer, Ms. Vanessa Roseline.
The Agency purchased the shredder at a cost of Scr 9.9 million. The Red Giant shredding machine was jointly funded by the Environment Trust Fund and the Government of Seychelles. Mr. Barra explained that the delay in operation is mainly because the site where the machine is located was still being administered by Star Seychelles and that there are still negotiations taking place to address the issue at hand. He averred that everything has been formalized with the first phase of the tender process and that there will be a training programme which will be conducted by the manufacturer. He further explained that the trainer will arrive on June 24th 2022. They anticipate that the shredder will be in full operation as of October this year.
The Other Members of COGA present were the Vice-Chairperson, Hon. Norbert Loizeau, Hon. Desheila Bastienne, Hon. Richard Labrosse, Hon. Philip Monthy, Hon. Rocky Uranie and Hon. Wallace Cosgrow.
COGA is a Committee mandated to scrutinize the assurances, promises and undertakings given by The President, Ministers, Chief Executive Officers and Chairpersons of Boards from time to time on the floor of the Assembly and to report on the extent to which such assurances have been implemented and where implemented whether such implementation has taken place within the minimum time necessary for the purpose.
