The Finance and Public Accounts Committee (FPAC), chaired by the Leader of the Opposition Hon Sebastien Pillay, held a meeting with the management of the Seychelles Parks & Gardens Authority (SPGA) led by its Chief Executive Officer, Mr. Allen Cedras. The meeting was followed by a visit to the SPGA’s Earth Ranger command centre, on Friday 4th April 2025.

The first part of the meeting involved the participation of Mr. Allen Cedras of whom was accompanied by Ms. Lya Docteur, the Deputy CEO, Ms. Geraldine Joubert, PR & Communications Officer and other management staff at the main office on Ile Du Port. Hon. Pillay as Chair of the meeting was accompanied by Hon. Georges Romain, Hon. Churchill Gill, Hon. Conrad Gabriel, Hon. Richard Labrosse, and Hon. Sandy Arissol.

The officials present provided a detailed presentation of the mandate and operations of the SPGA including its revenue streams and the stages of implementation of the new CCTV and tracking system of the trails and marine parks.

In addition to having submitted evidence to the Committee last year after a public hearing on the Report of the Auditor General for the Year 2022, and a subsequent meeting following that, Mr. Cedras & Ms. Docteur provided the Committee further explanations regarding the analysis and monitoring of the revenue streams of the SPGA which include, revenue generated from the entrance fees of the marine parks, trails and sales of the Coco de Mers.

The Committee provided recommendations for enhanced marketing strategies to further boost revenue streams of the Authority and congratulated them on the necessary internal changes made to improve the financial structure of the organization. This visit is in line with the FPAC’s mandate to hold entities to account through questioning and carrying out site visits as one of the fundamental parliamentary mechanisms used to ensure the government is held accountable and determine if entities are making appropriate use of government resources.
