In a meeting held on Thursday 30th January 2025, the Scrutiny of Bills Committee of the National Assembly lead by the Chairperson Hon. Clifford Andre, launched its legislative review for the year 2025 with a crucial engagement with the Financial Services Authority (FSA). Also, in attendance alongside the Chairman of the committee was the Vice Chairman Hon. John Hoareau, Hon. Gervais Henrie, Hon. Sathya Naidu as well as the Clerk of the National Assembly Mrs. Tania Isaac. The FSA were represented by the Chief Executive Officer Mr Randolf Samson, International Organization of Securities Commissions (IOSCO) Head of Enforcement Ms. Isabel Pastor, and IOSCO-assigned consultant Ms. Phyllis Cela.

Hon. Andre emphasized the Committee’s role in ensuring that all proposed legal amendments meet the highest national and international standards, with a key outcome of Seychelles’ ability to sign the IOSCO Multilateral Memorandum of Understanding (MMoU). This development has the potential to enhance the country’s capacity to collaborate more comprehensively with its international counterparts on securities enforcement and related matters.
