The National Assembly of Seychelles invites applications from suitably qualified and experienced candidates to fill the following positions;

 

Senior Legal Officer

Salary Band 7 + Allowances

Main duties and responsibilities:

  1. Responsible for handling all legal matters of the National Assembly by operating with a high degree of autonomy, initiative and judgement while providing high level legal advice on complex legislative and sensitive matters;
  2. Work with the Scrutiny of Bills Committee and any other Committees of the National Assembly to provide legal opinions, present legal implications and advice on the constitutionality of Bills, Resolutions, proposed amendment(s) to laws, and executive orders, and on the interpretation and application of the rules and other legislation;
  3. Provide guidance to the Secretariat as needed on parliamentary procedures and specific Committee Meetings of the National Assembly where legal expertise is required;
  4. Prepare contracts, service agreements, and instruments to which the Secretariat is a party and interpret provisions of contracts concerning works private clients perform for the Secretariat;
  5. Monitor and prepare status report on Bills referred to committees and ensure access to high     procedural advice and professional counsel for committee works;
  6. Provide legal opinion/endorsement on the day to day operations of the National Assembly and help promulgate rules and regulations concerning the activities of the Secretariat and the Institution;
  7. Conduct legal analysis and research on various legal matters to ensure that the National Assembly is acting in accordance with applicable laws

Qualifications and Experience

  • Master’s Degree in any subject of Law OR
  • Bachelor’s Degree in Law with at least three years relevant work experience
  • Other trainings in the area of specialization will be an advantage
  • Sound experience within a legal practice and demonstrated knowledge and experience in the interpretation of legislation, standards, codes and guidelines
  • Experience in the development of legal documents, preferably related to public services
  • Familiarity with applicable laws in force, in Seychelles

 

 

Senior Production Officer

Salary Band 5 + Allowances

Main duties and responsibilities:

  1. Supervise the Media Officers in their day to day functions
  2. Assist with operating cameras, other video and photography devices to capture, record, broadcast and archive meetings and events, particularly the National Assembly ‘Live’ Sittings
  3. Contribute to the planning and implementation of policies, procedures and practices to maximize the effectiveness of the Institution’s digital and media broadcasting channels.
  4. Supervise and ensure that video productions and filming meet established institutional and strategic PR objectives.
  5. Supervise and ensure proper utilization of organization's media facilities, personnel for production and the media control room
  6. Monitor post-production processes in order to ensure accurate completion of all details.
  7. Compose and edit scripts, or provide screenwriters with story outlines from which scripts can be written
  8. Supervise, monitor and review filming, recordings, or rehearsals to ensure conformance to the production and broadcast standards of the National Assembly.
  9. Conduct research for production and filming purposes

Qualifications and Experience

  • Diploma/Degree in Broadcasting/ Telecommunications /Film Production/ Media Operations; OR
  • Equivalent recognized and relevant Certificates in the field;
  • Equivalent recognized Certificates as established by the Seychelles Qualifications Authority
  • Three years relevant satisfactory experience in a Broadcasting setting/film production
  • Solid knowledge of Photoshop, Final Cut Pro, Premiere Pro, Audacity or other media editing software
  • Experience with visual communications and film production principles

 

 

Research Officer

Salary Band 5 + Allowances

Main duties and responsibilities:

  1. Conduct primary research of legislative, regulatory, and other policy information using electronic legal research databases, the Internet, and library research
  2. Conduct basic assessments of applicability, accuracy, and reliability of collected documents/information and obtain relevant documents as needed
  3. Communicate and follow-up with other MDAs and local policy makers to perform project-related information as needed
  4. Perform analysis on policies, legislations, conventions and protocols to be tabled before the House
  5. Ability to apply research methods to design studies and assessments and use analysis techniques to identify legislative patterns and trends
  6. Contribute to the revisions and amendment of procedures and guidelines of the research Unit
  7. Conduct background research and literature reviews to support project development and analytic activities

Qualifications and Experience

  • Degree in Social/Political Sciences/Law plus 2 years’ experience in a similar post
  • Knowledge and understanding of the legislative process and the national parliamentary/political system would be an advantage

 

 

Assistant Research Officer

Salary Band 4 + Allowances

Main duties and responsibilities:

  1. Assist in creating legislative products, papers, briefs, digests, presentations and reports
  2. Prepare and, or as required, contribute to the preparation and delivery of written and oral reports, papers and briefings
  3. Undertake research using appropriate tools with the aim of providing information and analysis on a policy issue and its development
  4. Assist the Research Officer to perform legal and other research for individual legislators or legislative committees;
  5. Perform data entry and generates departmental reports
  6. Understand, embody, and practice corporate Core Values and aligned behaviours

Qualifications and Experience

  • Graduate in Social/Political Sciences/Law plus 3 years’ experience in a similar post
  • Knowledge and understanding of the legislative process and the national parliamentary/political system would be an advantage
