The Honourable Speaker, Nicholas Prea, alongside 10 other Members, comprising mostly of Speakers from different SADC PF Member States namely Mozambique, Eswatini, Malawi, Angola, Botswana, lesotho, Namibia, South Africa, Tanzania and Zimbabwe, participated in the Extraordinary Meeting of the Executive Committee held in Windhoek, Namibia on 20th February 2019.
The main issue on the Agenda was the transformation proposal of turning SADC PF into a Regional Parliament. The meeting took stock of the efforts being made by Member Parliaments towards such transformation. However, it was noted that amidst certain confusion emitting from the SADC PF Secretariat and Member Parliaments, that not all Parliaments have submitted their Country report to the SADC Council on time, in support of the proposal, nor give comments thereon, after consultation with their respective Line Ministry, being the Foreign Affairs. Thereafer, the Line Ministries were required to send a correspondence to the SADC Secretariat, confirming their country’s support. The SADC Secretariat would then assess the viability of the comments and report the matter to the SADC Council of Ministers.
The Seychelles National Assembly fully supports the transformation proposal of the Forum and consultations had at Executive level as well as with the Department of Foreign Affairs have been successful on that matter.
The Extraordinary Executive Committee Meeting successfully passed a Resolution, re-engaging the support of Member Parliaments who have not yet submitted their comments on the transformation proposal to do so before the SADC Council of Ministers Meeting in mid March. The Resolution strategizes on the best and most effective way forward in the transformation process of turning the Forum into a SADC Regional Parliament.
To note that the Membership of the Executive Committee has rotated after a 2 year period in accordance with the Constitution of the Forum, and the Members consist of Speakers from all the SADC PF Member States. Honourable Terence Mondon – Ex Treasurer of the Executive Committee remains as an ex-officio on the Committee for one year only. He will be allowed to participate in all debates but will have no voting power as only the Speaker can exercise his voting rights on matters concerning the Committee.
The Extraordinary EXCO Meeting was presided by Her Excellency Hon. Veronica Nataniel Macamo Dlhovo, elected President of the SADC PF and Speaker of the National Assembly of Mozambique.
